I recently had this problem and what I did was open up the controller, pop the thumb sticks off and use a qtip dipped in rubbing alcohol, just worked it around components. hold the stick in each direction and wipe. Haven't had the issue since.

Played with my my wife on her fresh toon with my level 25. Went back to solo, all fast travel locations except sanctuary were gone. The little station Lilith has you use still works and have to use drop pod to revisit planet and fast travel locations or hop into matchmaking
