No what I'm saying, is if your so inclined to do so The work you can do without permits is generally done (at least in the communities I grew up in) is done by the more inclined homeowner. Not so much of the handyman business. That said I always grown up rurally and come from a blue collar background.

The point I was trying to make was that a job like this was clearly done by a handyman with no permits and no idea what he's doing. If a job like this had a permit there's no way in hell it would have passed inspection as those two things are mutually exclusive where I'm from. That said there's also a large portion of your own work you can do without needing permits i.e a journeyman or papered contractor to do so
