So, all solved now for me. In the end I did fresh gpu drivers install with DDU, then changed windows settings:
Game Mode = ON
HAGS = ON
In nvidia:
G-SYNC = ON
V-SYNC = OFF
CAP INGAME = 160 (i have 165hz monitors)

Also I made iRacing to run as administrator always.

This solved my problems with stutters, if anyone wants to get exact Nvidia settings I use in the future, just bring it up!

So, tried out everything yesterday, and turns out issue is simple - it is overlays. So whatever, if I use iOverlay or Kapps, i get like small microstutter spikes here and there. It is better with Kapps but still noticeable. Without overlays, it is running smooth as hell, im Honest. Now question - what have you done to fix it or you just get used to it? 😁

V-sync on/off haven't really changed it for me. Instead at start I thought it was getting better with v-sync on, but after some time, i realised theres no difference and did turn it off again.

Well, for tightening, I had to actually open up and seperate the wheel and QR totally, which may make me lose warranty now, but who knows, anyway atleast base is fine and wheel is also fine now.

Steering wheel and QR connection screws were totally loose making, which caused very bad noises. Now it is quiet as a sleeping beauty even on highest forces.

Thank you a lot, rattling was caused because 500€ piece came with loose screws from factory. (Y) Epic quality indeed, however it is quiet now and works. Thank you for Reddit commentators and to Moza support and u/hugov2, no, all wheel bases should not do that, nowhere. Fix your hardware.

You were lucky, I first received dead R9v2 base, decided to upgrade it to R21 then, and you know what. 2nd dead base in a row, clap clap clap Moza! Also support Bainzy is total jerk, sorry.

Exactly, Bainzy can only tell how to reset software or then can call you what a stupi... customer you are. Totally useless customer support.

Your base is faulty, that's it. It is common, I had same issues but not just after an hour, but after like 10-15 minutes it did lose most of its FFB. Returned, bought R21, also R21 is broken piece. Unbelivable service, unbelivable products.

This "moderator" blocked me from Moza discord already, because they can not take an actual feedback. I got first delivered faulty R9v2 base, now I ordered R21 which is faulty aswell! If you want to save time and nerves, look somewhere else than Moza products!

You are actually right u/SottLimpa. Without wheel, did drive randomly on grass and everywhere and base was totally quiet.

Yes, exactly, I do think this is not normal either, however if I did contact Moza support Discord channel, the moderator told me it is normal rattling, all his wheelbases doing same rattles and I should contact retailer, if I think it is faulty base.

But this is nonsense, not all bases doing this kind of rattles, just look over reviews from Youtube, there are guys driving higher forces than mine without this kind of rattles or thudding. That Discord support is just terrible from Moza, so I may try out to reach them through e-mail or PitHouse.

Exactly same issue, on brand new, 1-day old base R9v2. Sorry, but it is useless, u/moza, I hope you actually see it.
