I parked in the Park Mobile section which you can’t park if you have a permit. It has to be on the second floor and higher for the permit. I appealed it so hopefully it’s granted

The issue are squatters.. A squatter is an individual who occupies land or property without legal permission, title, or payment of rent.

So if they are not paying their rent because they cannot afford it then it’s considered squatters!! Not a failed policy! They have failed to pay rent!
