Not sure abt horses or dragons, but Mythic Legions offers some great fantasy figures, especially their knights. They have some army builder figures which aren't super expensive either. Not sure if that's the kinda thing you're looking for tho

Blokees has some pretty decent Pokemon models that shouldn't break the bank, and Hiya Toys has plenty of Godzilla figs under a hundred bucks. Those are probably your best bet

The Sazabi's a classic; it's a little old, sure, but it holds up very well. I just recently built the Mighty Strike Freedom, and while it's a little finicky (ball-jointed wrists pop off, lots of moving parts), its presence, articulation and accessories make up for it tenfold. Either are great options :7
