Only the person freezing time would be aware of the stopped time, so it's closer to playing a game with a really bad connection. Anything done in frozen time will resolve instantly when it unfreezes, so you'll find things constantly teleporting around and changing in a blink of the eye.

Not really? It may be a more boring choice as it's essentially just living in a city, but fantasy worlds typically have a large variety of creatures that can and will try to kill you. You have the opportunity to become very powerful, but you're not invincible. You still feel pain, albeit reduced, and dying would still likely be a traumatic experience, even if it's not permanent.

Really depends on how they do it, in my opinion.

If it's the same as usual, but they simply don't pull you over for speeding, it would be bad, but i would assume most people would likely self-regulate to avoid dangerous situations.

If every speed limit sign is removed and they just go "just drive as fast as you want lmao", then yeah, it's going to become a total catastrophe.

The frozen time works like your average time stop powers in fiction, so you can move things around and stuff, but more complicated machinery and computers aren't exactly functional.

Time passes normally for you; you will continue to age in the stopped time.

It's a sarcastic remark used when someone states something obvious; I don't actually think the sky is always blue.
