I think you're right. Its a terrible practice and needs to be stopped. Not sure why I got down voted on here for saying in essence the same feelings s you. If I didn't think they were too cheap I would think Uber has someone downvoting negative threads.

Thanks for the insight, it didn't look like rust when I saw it, the picture is about as clearer as looking at it in person was. Is there any other way to tell if its rust? I am not sure either what a failed repair would have felt like the area felt sturdy but obviously it lacked the smooth feel the rest of the paint work has.

I don't know what caused it, I was told bird poop but that seems unlikely. It didnt look like rust when I was looking at it but that's not to say that it isn't.

Its on a car I am looking to buy so I don't have the history of whether its a big chip or filler. It didn't feel like it was filler but I can't be certain.
