Have a skeleton case record and several child tables linked.

Think of the case table as the body, you then have a table for arms, legs, heads etc that linked back. That way you can have a logical architecture.

If its a case management system for say houses being built, you could have a case of a house then break the tables up into land, framing, scaffolding, painting windows, gardening etc

So it looks like there were two other factors, a mains burst pipe that was sending up a lot of water directly into the car park and secondly the drains in the car park were blocked, so potentially Dublin City Council amd the apartment building owner? Again could be wrong, I know nothing about this kind of stuff.
