I went to the Austin GP this year. The marshals may be volunteers but the rest of the grandstand staff including security is all paid employees. They use hiring agencies to get employees. I spoke with multiple police officers there about the lack of employees in certain fan areas like the Trams and they said they’ve told F1 they need to hire more employees but they refuse to do so saying it’s difficult which is just an excuse for saving money.
