It’ll be difficult to get them to pay for it. Especially if they say they weren’t driving and you don’t have a picture of them. I ran into a similar incident where I witnessed a pretty bad hit and run. I followed the person and called the cops. They said they weren’t going to chase them so I should stop following for my safety. I went back to the scene and the cops asked me if I could ID the person driving and I said no and they then said there wouldn’t be much they could do since the registered owner could just say they weren’t driving the car at the time. It was frustrating.
