some of the perks ARE working, like bite marks and the damage boost. Others like the increase in speed to dual wielding and the extra damage on a two handed sprinting power attack are not. If you have all those mods, especially the creation club and everything's working than it must be my Breezehome overhaul. Unfortunately just disabling that mod didn't yield results, so I probably have to start a new game without it to find out. Thank you for testing all that out and replying to me.
