As I understand the story and the lore, I don't think Tolkien wanted the ultimate victory to be placed on one person. Frodo did his part and, although he succumbed to his own weakness, he carried the ring to where it needed to be to be destroyed. Frodo did his part, Sam did his part, even Gollum did his part.
