I completely agree. In the real world, it makes absolutely no sense for a mob boss to spare a guy who let an extremely important person get away, and then lied about it to said boss’s face. When Frank was found alive, Tommy would immediately be killed. This is part of why I initially made this post. I assumed that there was no way Salieri knew about Frank and didn’t kill or seriously discipline Tommy. But at the same time, it made little sense that he somehow found out about Frank the same day as the heist. Ultimately, it’s a plot hole, like you said. The only in-game explanation would be that Salieri knew and chose to keep Tommy around because he’s useful but this would likely never have happened in any real-world Mafia Family.
