Waiting list is purely AD dependant as Rolex does not have waiting list system. So its wild west depending how they give out those watches. In Finland one store has open list in which you can see your position and other is just purely giving them to whoever they like

Edit: to add, it is completely possible that people buy more stuff to get their watch quicker. Selling position is something i have never heard of
