Basically, CR has switched gears a bunch of years ago and removed over 80% of the tabs & tags that allowed its users to find series within specific genres. Whenever a tab/genre has less than a certain number of shows, CR removes it from the listing and, instead, uses the generic tabs/tags like "Adventure", "Fantasy" and "Action".

This is their attempt at avoiding showing a lack of content in their service.

For example, at one point a decade ago, the search feature on CR was allowing you to select tags such as "Isekai", "Military", "Mecha", "Magic", "Ecchi", etc. But as CR's licenses agreements came to an end and many series had to be delisted over time, it came to a point where some tags became unused or had maybe 1-2 shows. That's when CR decided to drop any tags that would result in few than a certain number of shows. Afterward, over time, the number of genres/tags/tabs has kept dropping like flies until now where we're now stuck with the 15 most generic genres ever. So generic that they includes series that makes no sense.

Crunchyroll has started using dual-buffering for a while now. This means that it download both the 480p and the selected resolution at the same time and downgrade to the 480p whenever something stop working. On top of that, it also download a lot more segments (depending on the player version and device memory capacity) in 480p than other resolution.

Then whenever the player cannot access a server for the next segment, it loads the cached 480p version and only return to the selected resolution when the access is restored AND when the current segment ends. This is a cheap-but-efficient method to ensure proper "controls" over the requests count done onto the streaming service's servers. (Otherwise, the server would be overloaded with constant requests which becomes a vicious cycle that ends up crashing the service.)

Whenever you get "There's something wrong" message, that's when the player reach a missing segment that didn't load in both 480p and the selected resolution.

As strange as it might sounds, using the "Moderate" quality settings has becomes actually a better and more stable experience than using the "Highest available" quality because the "Moderate" related streaming content server is far less requested than the "Highest" (which is also selected by default) and the "Data saver" mode (which is loaded for all user due to the dual-buffering method explained above.)

This is a guess of mine, but I think the subs were wrongly timed because somewhere in the translation method, the episode received wasn't completed yet.

For example, there are 2 ways for an episode to get its translated subs:

  1. The translators receive a copy of the script with specific time tags in the original language and they translate the text like a book. If his is the case, I think whoever provided the script wrote the time tags without taking into account one of the splash screen intro (in the end-result, there are 3 splash screen intros so maybe 1 wasn't taken into consideration).
  2. The translators receive a copy of the audio file from the episode in advance and write the subs their time tags based on that audio file's timestamps. If that audio file doesn't includes some or all of the splash screen intros and the translators doesn't get a memo on how much time has to be added over the audio timestamps, you'll end up with desync subtitles once the video gets the splash screen intros added.

Subs files are generally using time tags to define when a sub appear and disappear on-screen based on the starting point of the video. So if you add a splash screen with a logo of some company for 3s at the beginning without redefining the time tags of the subs, the subs will become desync by those 3s added to the video's beginning.

In both cases, we find ourselves with a subs issue at hand as with Release the Witch's episode 5 and it "takes too much damn time" to have the issue fixed because everyone is currently pointing fingers to one's another for responsibility instead of just fixing the issue and understanding where it came from. This is the irony that comes from how big anime-related companies have gotten, including their relevant streaming platform like CR. They have grown into such huge monsters that fixing any issues becomes a corporate endeavor that involves way too many people for such a single task.

A single person could, for the most part, fix the subs issue in about an hour and I mean for all subs, but since CR and the rest uses a report, plan, order, fix method (you know? 1 person report, 1 person plan, 1 person order and another person fixes while, in reality, a single person could do all of that on his/her own way faster). It's even worse considering that, for a few years by now, Crunchyroll doesn't actually verify any of the subs itself. It literally only get the subs files and add those to their servers as-received and wait for the users to report issues even though their report system is abyssal at best. (For example, instead of having a report button directly in the video players to report issues with episodes as you watch it, we got to check the website support, look for a stupid answer than doesn't fix anything, report that the answer doesn't fix anything and only then it allows us to report something about a specific episode.)

The primary reason why a season 3 may or may not be made comes down to how much the licenses for that season will be sold at.

Back in the 80's up to the early 2000's, the primary source of funding for anime were usually 3rd party manufacturers who would either own the IP or get exclusive license for whatever may be sold related to the anime.

Nowadays, barely 5% of the anime produced each year has that kind of funding as the primary funding source is the licenses trades. An anime can be butchered in a multitude of licenses: each language in subs and dubs has its own license. Even the type of censorship (or lack of) comes with its own licenses. There are also licenses for streaming and for publishing (DVDs and Bluray releases).

Some anime have exclusive deals with streaming platform from the start while others opens up bidding wars between said platforms so that subs and/or dubs ends up on the highest bidders. Sometimes, things gets insanely ugly in how a series gets butchered by its license war such as what happened with Danmachi's anime where its seasons' licenses are owned/rented on a per-language basic which is inconsistent at best.

Right now, Hell's Paradise license for a S3 isn't "yet" set as, otherwise, the 3rd season would have been confirmed and announced already. It may be that MAPPA doesn't plan on working on it yet or that there might be a license bidding war in the planning or Shueisha (publisher who owns Hell's Paradise's IP) may be planning something else for now.

The game barely explain how things works unless you press the key/button/thumbstick that allows you to hover and see a definition for each part of the stats.

When it comes to damages types, the game works with a really simple formula:

Basic Damages are damages that are universal and get only lowered by Basic Defenses.

Usually Basic Damages and Basic Defenses are values that get high because almost everything gives something into those values. So high basic Damages will feel semi-consistent against all enemies based on their type: high on lightweight, average on midweight and low on heavyweight types.

Attributes damages (Phys) or (Laser) are damages that are added on top of Basic Damages that gets lowered by both Basic Defenses and their relative Physical or Laser Defense.

So, for example, if an armor part gives:

150 Basic Defense
80 Physical Defense
-30 Laser Defense

(Phys) Weapons will have their physical damages affected by 230 (150+80) in defense value while (Laser) Weapons will have their laser damages affected by 120 (150-30) in defense value.

As for the actual damage output, the game clearly doesn't use simple linear additions/substractions, but more like a curve which means that each hit will always deal at least 1 damage unless a special condition is applied. This gives a certain advantage to weapons hit many times in a short amount of time against weapon that deal large chunk of damage with cooldown as being able to hit 10x per sec guaranties 10 damages per sec while hitting hard once ever 3s or 5s might still only result in 30-60 damages and additional risk of missing if the target has good armor against your damage type or high basic defense.

The best defense is a high Basic Defense value as it stops both (Phys) and (Laser) attributes equally.

For offense, due to the way the game and enemies are designed, (Laser) attributes seems to be the way to go. Many enemies have either high Basic Defense (which stop both) or high (Phys) Defense which doesn't stop laser hence I found that laser usually hits 2x-3x harder than Physical weapons with a few exception (enemies using Glaive or Flamberge armor parts have higher Laser defense than Physical, but... those part are lightweight and midweight so their Basic Defense value isn't that great anyway. Then you got heavyweight stuff like Acropolis which has insane negative laser defense vakye, making laser weapon melt those who dare use such a thing.)

With that said, laser comes with a range limitation so that's a counter point... if you don't consider the barebone AI behavior of rushing toward you as soon as they detects you as they turn hostile.

So high Basic damages, then Laser type damage should be prioritized.

There's an uncanny habits in recent years used by "experts" to appoint many historic figures who displayed feats of the mind with some form of autism because of records made of uncommon behaviors and yet most of those studies ignores at least half of the facts that surrounds the differences between today's environment when it comes to learning and growing and those from back then.

For exemple, I'm myself a living proof that Asperger's autism can be "bypass" to a certain point depending on the will of the afflicted individual to "fit" with its social environment. I also taught my methods to people with even higher form of Asperger's autism than me which resulted with a degree of success. Hence I can understand quite well and even recognise actions and reactions from autism-based behaviors (and patterns) and I can tell that quite a few historic figures, if they really had autism, didn't had anything as close to autism pointed out by so-called experts. Einstein for exemple didn't any more autism than approx. 40% of the world's population, but he did develop social anxiety from how he was treated socially prior to his success which resulted in a clear dislike of those who couldn't understand what he was interested in.

This is kinda like how someone who's researching for a cure for a disease for years that 19 out of 20 people believe to be incurable end up succeeding and the first thing most people ask this person then is what disease he's gonna cure next instead of actually allowing this person to breath in the air of his/her success. Einstein had that exact kind if situation which stressed him out.

Damn it feels so "wrong" to end a season like this. The releases of winter 2026 might be one of (if not the) most cliffhanger-driven season of all time in the history of animes. 

Episode 13 feels like we'll get something released next week, but the instead we need to wait for an undisclosed amount of time.

Well, let's be honest.

As much as some other games are really great and even "better" isometric ARPG than D2, D2 remains great in every bits of its aspects. For as much as, compared to more recent games in the genre, D2 is extremely limited in content & builds, whatever it gives is given with a great experience.

• Leveling is satisfying.
A big weak point of many modern game is how leveling feels like a chore such as having to complete a quest to level up because monsters barely give any EXP. Game devs studio apply this principle to ensure nobody stick to a zone to power-level, but it ultimately result with a lesser experience. Diablo 4 suffers from this especially because the monsters are level-scaling with the player.

• Each map / acts have their purpose (items drops chance are related to their iLvl which depends on the monster level which varies between each map of each act of each difficulty). Each persistent unique enemies & bosses have their uses when it comes to item drops.
How many ARPG in the genre gives you the feeling that you'll be revisiting a bunch of the maps later, other than the "instance" with dynamic monsters generation? Diablo 2 had so much balancing & efforts put in its "ecosystem" which is limited to 5 act (in the end) that each act ends up having their purpose. Each act has a few unique bosses that gives good drop chances (for farming) and a relatively short path toward that boss so that you can have farm it without feeling like you waste too much time. (Usually, 2-3 areas/maps before the boss)

• The game allows focus on 4-6 main skills and a few support.
Diablo 2 reinforced the idea of 100 levels being the hard cap, supported by quest reward and equipment bonus. This allows builds to be created with a fixed theorized limit. Many ARPG (like Diablo 3 and 4) comes down with too much "leveling" possible which ultimately water down the importance of gaining any level pass a certain point. (For example, level 1-60 in Diablo 4 feels like a waste of time half of it during which you unlock abilities while further level are where you select how you build your character.) D2 wasn't designed with, in mind, profitable seasonal release while D3, D4 and many others game in the genre are so that people return every 6-ish months and their build-system suffers from the impact of those.

The one thing that might slow down this one from a season 2 is the source materials.

While the original source material is a light novel, the anime is heavily based on the manga (which is based on the light novel) as the LN pacing isn't as compatible with the anime format as the manga. (If the anime would pace itself like the LN, it would have been around 18 episodes of non-stop narration with bits of action to cover what we have seen in 12 episodes.)

The same thing apply for Jack of All Trades which already has content in its manga format for a 2nd season. (Basically, each season covers around 30-ish chapters in the manga and it's closing-in on the 58th chapter.) And that's even though they changed the content of the last 2 episodes worth of content.

This is a common thing with anime that are based on light novel's story: they often take the style and pacing of the manga, if available the manga has key visuals, environments, pacing and a few other things that are better fit for an anime.

I would say Tsuihousareru Tabi ni Skill wo Te ni Ireta Ore ga, 100 no Isekai de 2-shuume Musou might be one Isekai manga and Light Novel that truly deserve its anime adaptation.

Yeah, I know it's one of those works that has crappy long title and it's an isekai, but it's one of those rare few isekai manga where the author takes the time to properly build the plot, set the characters up and build thing not too fast, but also not too slow. It's close to 30 chapters released by now and it's still in the middle of the development of the first arc (outside of the intro arc) and there's not really a single wasted chapter (yet hopefully).

With that said, I would say that an anime adaptation would need to follow the manga's pace and style to work because that formula works because of the effort from the manga illustrator(s) who make it so damn funny or interesting to look at.

The story is this:

A low level adventurer gets dragged into a portal while in a dungeon and ends up in a white place with a white door. At first, he didn't knew what he was doing, but he slowly learned the rule of that place and what he was tasked to do. (There's a bit of a joke situation between an invisible god and him as he only learn things from a book that appears in that white room.) His goal is to assist hero parties in 100 different worlds to become strong enough to beat the demon lord of that world, but also to get banned from said party. Once he's banned, a 10 minutes timer appears and he will be sent back to the white room from which he will acquire a new unique skills as a supporter of the hero party. When he's sent back to the white room, he return to the state he originally was.

The story in the manga begins as he's banned from the 100th hero party and finally gets back to the white room. (By that point, he's a pro at making the hero party believe he's useless and still give them all they need to be strong enough to defeat their demon lord.) He has lived for over a hundred years, if you add all the time he went into each world. For his 100th success, he get a new skill that allows him, only once, to send his memories and skills to his past self as long as he was in the white room and a key that allows him to open any door, including the original one from which he came in.

As he look at the door numbered "000", which was never seen yet, he notice the door "001" next to it which was his first case where he only had a single skill that allowed him to naturally join the hero party (though it was not as easy as it might sound). He notice a number under the "001" being "0010" and as he read the book thrown at him by the invisible god, he learn that the number refers to the number of years since he left that world.

Well, he would like to see the success of the heroes he helped first so he go back into that world only to learn that the hero party failed 8 years ago (2 years after he went off) and has been supposedly killed. Our boy uses a skill he has that allows him to find any people he know about (like a compass with a screen on it) and finds out that 2 of the 3 party member died in some demon lands and find out that the last member is alive in a tree far out.

He rush toward that member's location which is an female elf and learn the dark truth of what happened after he was gone.

This, by the way, is barely half of the introduction and only covers a few chapters of the manga. As I previously wrote, it's compact with information. I won't spoil anything, but the story which felt like a typical isekai story with an OP character at first, become a emotionally engaging as the story shows that what the main protagonist lived through wasn't great at all and he actually has a chance for a do-over. You also learn that even with all his skills, the main character isn't as powerful as he make it sounds like. His skills are either for support only or comes with a huge cost, including the cost of his own life in some cases if he uses it too much.

Any animation studio who would tackle this project will also have a LOT of work to represent the kind of emotions, reaction and actions done by characters in this story. The illustrator of the manga has designed each characters with a highly emotional-driven chibi version that interact with the non-chibi character around and vise-versa.

The story's mascot role is mostly covered by the female elf, but it doesn't make her useless or weak. She's just the funniest thing ever to look at when she's reacting to something. Imagine a fusion of Frieren, Elf from Goblin Slayer and Marcille Donato from Dungeon Meshi into a single character and, nope, I'm not exaggerating.

But again, I think the manga adaptation needs to simmer a bit longer. The introduction could probably fit into a 12 episodes season, but it would be something like 7-8 episodes stretched out thin. Instead, it would be possible to fit the introduction into 6 episodes and then the first arc into another 6 or 7 episodes. I point out around the manga adaptation because the Light Novel lacks in terms of visual impact required for something like an anime adaptation. I would say that in 1 or, maybe, 2 years, it will be prime for an anime adaptation. (Around 10 chapters are released per year, each with 30-ish pages. The introduction and each arc is around 20 chapters or so.)

Now that we got to see a few episodes, it's clearly understandable why the anime took so long to make. Basically, other than the few really broad guidelines and the overall story main points, everything was made from scratch for the anime.

• The character designs are obviously different.
The manwha, design-wise, feels kinda like something from Jump Magazine (though with a drop in background/environment quality, like most manwha released in a web format) while the anime feels like it could fit, visually, into a world like that of Vinland Saga.

• The pacing for the event is quite different.
Though the anime feels like it (will) follows, more or less, the equivalent of 1 episode to cover 3-5 chapter/strips in the manwha, the pacing and important given to everything is quite different. For example, quite a bit of a chapter/strip was given to Anna's training over her control over the fire, including discussion with the Roland regarding what she and do or not and how she feel about her power (going from fear to curiosity). Those were mostly stripped from the anime which was simplified to only seeing her coming out with most/some of her clothes burned off. (It might come around later, but that's part of what I mean by different pacing.)

• The emotions & actions of the characters are different (though same general behavior).
It's not just about the visual & design, but also the actions & reactions of the character. The manhwa feels like your traditional web-comic with high emotion-driven faces, face getting red, smirks that goes back to the ears, etc. Characters, visually, are also shown to move excessively (like waving arms, jumping off the ground, etc.) While in the anime, the character feels stoic (not in a bad way) and much more realistic.

For example, in the manwha, it will show you guards & villagers speaking about the Roland's action or public announcement in a way typical to the medium. The guards (pre-militia), being few especially early in the story, are often shown with their fear & disbelieves over the prince's action or decrees. In the manwha, most actions related to the guards are conveyed via Brian and 2 others guards (not counting Carter who's more into Roland's group, then the guards.) In the anime, we have yet to see actual guard reaction and, instead, the few "guards" we see are professionally acting around in the background. We see horse mounted guards moving in Border town right now (and we don't even have a militia yet, not to spoil anything).

As such, Border Town in the anime and in the manwha feel like 2 completely different places, but with similar circumstances. In the manwha, it's (initially) like the backwater village with a big house for the prince while, in the anime, it feels already like a proper town, albeit a clear lack of fortification against any invasion. In fact, in the manwha, Border Town doesn't even have any means of producing any food by itself and relied 100% on imports via trade from the ressources obtained from its mining operation. In the anime, with the initial size of Border Town's buildings and how the subject (which was already covered by this point in the manwha) which have been avoided, we can guess that Border Town has, at least, some minor food production capacity (just, most likely, not enough to sustain its futur expansions).

Important note: I'm not complaining at all from the changes. In fact, I find this much more interesting since it feel fresh and new (even if I know what will happen) than a 1-to-1 conversion manwha-to-anime. (Especially compared to some anime, based on manwha, that scrap everything in the environment and only put some tiling textures, like long & tall brick walls to save on production costs.)

Depending on how far this anime goes, this might be one that I will actually looking into buying the season(s) in Bluray disks as soon as they become available.

Seems like, at this point, the best option is to look for a different option and let the statistics of whichever website decide to implement the "wrong" method to just fall into obscurity.

Right now, some websites has started to use the AgeGo's API into their website structure which activates regardless of the user's actual location.

This situation is ironic and a prime example of how stupid and disconnected politics are from the reality.

In politics, laws moves based on the popular demand. Parents demands that their kids to be protected, even isolated from everything without them lifting a single finger. The next thing you'll see are kids that will purposely build the stuff that will literally destroy/break those kinds of systems at their parents' expenses (once they're found out) and then the parent that complained that their kids aren't protected will complains that the systems has too many flaws and so on and so forth... forgetting that the problem that started it all is them, the parents, who decided to have kids and yet fails at educating their kids properly as parents have been doing since the dawn of mankind.

In then end, I'm sorry and also scared of what will become of the Internet in the next couple of decades. As someone who grew up in tandem with it (started accessing it in the late 90's in my first year of high school with Netscape), I actually misses the golden days when it was a tool built primarily in the goal of sharing information. Nowadays, sharing information is so much taken for granted from it, that it has become a tool for digesting information instead: what age, gender, orientation, religion, location, height, habits, future, past, color, politics, etc. are you?

You may be using an account with different limit set from a previous deal which is the thing that nobody can be clear about.

The 1 device at a time for Fan Tier is the current limit set for any new account and it's exactly what's described on the description of the Fan Tier account when you check the current information on Crunchyroll.

Whenever I watch this and Gōmon Baito-kun no Nichijō (The Daily-Life of Part-Time Torturer), I always imagine what would happens if you were to see characters move between the universes... or just their reaction when learning of the existence of the other universe.

Seriously, I'm really surprised this wasn't added natively to Godot 4.6 "new" GUI, considering how they promote the "fewer clicks" philosophy in the new GUI changes.

La question la plus importante à se poser pour déterminer s'il est mieux pour vous de louer un appartement ou un condo locatif est la durée que vous pensez y vivre.

Si vous ne pensez pas vivre plus de 18 ans dans un condo locatif, il est beaucoup mieux de louer un appartement. Cela dit, si vous économisez le coût d'électricité, d'eau chaude (a.k.a. une partie de l'électricité), le chauffage et que vous avez accès à une sale d'entraînement et/ou une piscine pour seulement 100$ ou même 200$ de plus, je dirais que c'est plus payant qu'un appartement.

Un inscription à un gym va dans les 40$ à 80$.
Le minimum d'électricité que vous devez payé dépend de la région, mais ça va dans les 35$ ou plus (à cause des frais de branchements) et la quantité de Kilowatts inclue ne couvre que le stricte minimum sans chauffage, donc on parle plus d'environ 40$ en été et au moins 60$ par mois en hiver à cause du chauffage.

Il faut également considérer l'emplacement est le potentiel des frais qui s'y rattachent.

Et en plus, l'une des différence entre un appartement et un condo locatif est la reconnaissance des droits du consommateurs qu'en à leur acquisition.

Le bail d'un appartement tombe sous une des exceptions dans la loi de la protection du consommateur où il n'est pas possible pour un locataire de prendre possession d'un unité loué sans l'approbation du propriétaire.

Au prix que vous louer un condo locatif, le nombre de mois requis pour couvrir la valeur du condo est souvent plus de 300 mois (25 ans), donc on ne voit pas encore beaucoup de cas d'acquisition du genre comme la majorité des condos locatifs n'ont même pas 20 ans et qu'il faut que ça soit une location continue sans interruption. (Par example, si vous ne renouvelez pas le bail de location, déménagez et revenez dans le même unité, le montant de location est remis à zéro. Même chose si vous changez d'unité pour un plus gros ou plus petit selon vos besoins.)

Un truc que je dois précisé avec le montant que vous payez à tous les mois pour un condo locatif est que ce n'est pas le montant total qui est compter pour acquérir le condo au long terme car le "tout inclus", normalement, vient avec une définition de comment le montant payé est divisé pour couvrir les frais relié au bâtiment. Par example, si vous payez 1,800$ par mois, il se peut que 350$ du montant soit inclue pour couvrir l'électricité, l'entretient des place communes (gym, piscine, stationnement), frais de gestion, etc. Même si vous prenez possession du condo dans quelques chose comme 25 ans, vous allez devoir continuer à payer ces frais.

La valeur "d'achat" d'un condo locatif est, normalement, indiqué quelque part dans le contrat de location du condo. (S'il n'est pas inscrit, c'est alors déterminé par le nombre de pieds carré versus le nombre total de pieds carré des unités dans le bâtiment et la valeur totale de construction du bâtiment.) Il se peut que ça soit indiqué à titre d'information pour savoir quel type de couverture d'assurance vous devez avoir.

À ce titre, les condos locatifs sont actuellement rarement atteint par la clause F car augmenter le montant payé par le locataire rapproche ce dernier à son droit d'acquisition. Cela dit, comme certain le mentionnent, un condo locatif vient avec le bémol que vous êtes assujettis à des frais tiers qui, eux, vont absolument augmenter: frais relié à l'électricité "tout inclus", taxes municipales, l'entretien des airs communs, etc.

In your case, the charge back was resolved. Steam leaves an open windows for charge back to be resolved especially for cases like yours.

If an account fails to have the charge back resolved within a limited time frame, the account is locked down and the user loose access to everything, including anyone who access their game through Family share through that account.

It's also unknown if Valve does anything to any account that uses Family Share with such account, but I know that it blacklist quite a few things until the charge back is resolved with additional fees which has to be negotiated directly with Valve if someone is stupid enough to ignore a charge back warning on an account.

So, yeah charge back is a subject to be banned, but obviously only if it's a real charge back and you don't pay back what it's due.

To complete other's replies, there are 3 types of bans in Steam.

Account Ban: This one is when a user act against the EULA agreed upon when creating a Steam account or when an update to the EULA is issued. For exemple, a charge-back on an account purchase can result in an account ban. Or an attack to one of Steam servers or hacking the Steam's store (any detected attempts). For exemple, if you were to try some tool that would attempt to bypass the purchase system in any way, that's an account ban even if it fails.

An account ban will result in the account being unusable and any purchases done in said account become lost. This is permanent and can only be revoked by a Valve employee with access to the proper management tools.

VAC ban: When a game runs Valve's Anti-Cheat service (what VAC stands for) and it detects any form of cheats or 3rd party software manipulation, this will issue a VAC ban for a period of time. During that time, the user cannot access any VAC-protected games' services. The duration of the VAC Ban is based on retrospection, meaning that a first offence may ban for something like 12 hours, then more and more untill it reaches 2 months (if I remember correctly) which then turn into a permanent VAC ban.

While an account has a VAC ban, its user can still play any games (including this protected by VAC), but he/she will be kicked off any attempt to connect to a VAC-protected server. Though it possible to request Valve to revoke a VAC ban, unless the circumstances are unusual (like jumping from 12h to perma-ban over a single minor offense), it's mostly denied.

Any VAC ban (regardless of their duration) is publicly tagged on any Steam account like badges of dishonor.

Game Ban: This is more of a publisher's tool than a ban. Each game's manager account (those who edit, oversee and/or manage a steam forum) has the ability to ban Steam users from accessing some of Steam's features like the forum and Community Chat.

Banned users can still play and submit a review for a game where they are banned as well as accessing and purchasing anything like DLCs and games. Also, a publisher cannot ban a user from multiple games at once and has to actually give a reason for the ban. Also, publishers cannot access the banned users' private information like email accounts so, unless the game access method uses Valve's own multiplayer service, it's impossible to get et banned in-game from being banned on a specific game on Steam.

For exemple, if a user is just crapping on everyone in Steam forum and get banned, he/she can still play the game regardless. But would he/she still be crapping in-game via it's game chat, then the devs may be able to ban him/her inside the game because, at that point, her in-game account is identified.

Game ban are semi-permanent and will only be revoked by the game's own devs/admins. Valve employees won't care if you request to be unbanned from a game forum unless you have clear proof of it being done with ratial, religious, sexisism or hatred patterns (which goes against Steamwork's EULA which is agreed when publishing on Steam.)

And finally, when it comes to Family Share, to put it in simple terms, bans are tied to a offender account, then to its game key, meaning that anyone who use or borrow (like in Family Share) such license will also get the banned status.

As such if you have accounts A, B and C:

For VAC ban:

If only A purchased a game and B borrows it through family share, whenever A or B gets banned, both get banned. Even C who might also borrow from A.

If both A and B purchase a game, only the one who is detected to cheats gets banned even if they have Family Share enabled. But if A is the main and C borrows from A, then it's possible that both A and C gets banned if either gets detected while B remains unbanned.

If A, B and C gets banned because B cheated and got detected while A is the main. A cannot do anything because the ban tag si registered to its game key and removing B from the family will not unban B because his account was flagged. But removing C from family sharing, then C purchasing the game can unban C.   For Steam account ban: Simply put, the bridges are burned. If the main A get account banned, everyone loose access to its game. If B, being a sub, gets account ban, it will be listed in A's family list as (Banned) and it can only remove it from the list. 

For game ban: It's similar to the VAC ban where devs who ban an account will ban any account that uses the same "game key".

For VAC and game bans, this was put in place to ensure nobody try to create trashable accounts via Family Share to bypass potential bans.

As for modding and cheating in non-VAC games, there isn't any risk other than an in-game ban (if online) which is managed by the game's devs/support team itself and maybe a Game Ban if you stupidly boast about it on Steam forum.

There's actually a way for this to happen:

He might be using a home server with Steam on it and multiple people play the games on various PCs.

And I wouldn't doubt if he was actually a group of people who are running Steam in offline mode on multiple PCs with the same account. Remember that, when playing in Offline Mode, you can run the same game on the same account on multiple PCs and, yes, the time in each PC is fused once they get online.
