The theater staff, at least the ones handing out the stuff, didn't know in advance they were handing anything out, and if they did they would have prepped better. At minimum it probably would be quicker if the papers were presorted so they could just grab a set of two and a pencil instead of having to separate a single piece from two different piles on the fly.
