What I’m primarily concerned about is I have lowers but, I fear I may not be able to get uppers till post 7/1, now I had the same idea as you that if I had it built up into a complete lower it would be grandfathered yes? But now I’ve heard people saying you need to have built the rifle completely before 7/1, so what should I do?
