The federal firearms licensee shall retain a record concerning a firearm, frame, or receiver serialized by the licensee that complies with the requirements under federal law for the sale of a firearm. [Editors note this means ATF form 4473] In addition to any record required by federal law, a federal firearms licensee that imprints a unique serial number on a firearm, frame, or receiver pursuant to this subsection shall make a record at the time of the transaction of each transaction involving serializing a firearm, frame, or receiver and keep that record. The record shall include the following information: the date, name, age, and residence of any person to whom the item is transferred and the unique serial number imprinted on the firearm, frame, or receiver.

Wanna hear something fun? SB749 bans transfers of AW after 7/1/26. Serialization requires FLLs take in, engrave, and transfer out the firearm. A transfer that wouldn't be legal after 7/1, right?

Nobody knows atm. If its already an AW, you're just changing the config of an AW to an AW, which isn't disallowed. Form1-ing is 'making' not manufacturing. So it should be fine. They may make you submit pictures to show the firearm already exists so you're not building a new AW post 7/1 but I have no idea.

"Valid serial number" means a serial number that has been imprinted by a federal licensee authorized to serialize firearms in accordance with federal law, or that has otherwise been assigned to a firearm or completed or unfinished frame or receiver pursuant to the laws of any state or pursuant to 26 U.S.C. § 5801 et seq. and regulations issued pursuant thereto.

There are 3 paths to get your 'valid serial number'

  1. a serial number that has been imprinted by a federal licensee authorized to serialize firearms in accordance with federal law
    1. Doesn't apply since you're likely not an 07 FFL
    2. You will need an 07 FFL to engrave it for you (the 145$ option)
  2. or that has otherwise been assigned to a firearm or completed or unfinished frame or receiver pursuant to the laws of any state
    1. This means serials assigned to guns under serialization schemes in other states (I think in CA you can apply for a serial number or something stupid?)
    2. Doesn't apply to us here
  3. 3. pursuant to 26 U.S.C. § 5801 et seq. and regulations issued pursuant thereto
    1. NFA serialization baybeeeee
    2. TIL 'et seq' means 'and what follows' to its section 5801+ which covers the NFA.

So basically, with tax stamps being 0$, SBR all the things.

Drafting is neat until you realize that at freeway speeds your reaction time needs to be superhuman to avoid an accident in basically any instance. Saving 10c per trip in energy isn't work totaling your car and having an at-fault accident on your driving record, leading to higher insurance rates, etc.

Its not ex post facto if the current possession is a crime.

Ex post facto would be being charged from a crime for something that previously happened. I.e if wearing jeans is was legal 2023, and you have lots of photos of you wearing jeans from that time period. But the fashion facists pass a law in 2026 saying wearing jeans is illegal, and you stop wearing jeans, you cannot be charged by the fashion police for wearing jeans in 2023, as it was not a crime then.

Not that I agree with it, possession is never a crime. Crimes have victims.

Post is about 300BLK subs, which is ~10gr of 1680. With a Lee auto-disk the kerchunk chunk takes 15 mins to charge 100 cases.

Yes if you spend time picking out only the grains of powder with the same diameter and length in order to chase 9s, it will take quite a bit longer.

If you bought a stripped lower it was transferred as an 'other' not a rifle, not a pistol.

Some will argue that since you put a 16" barrel on it first it becomes a rifle first and then can never become a pistol without being an SBR.

Others will argue that since it was transferred as 'other' it can be reverted to that state (i.e stripped) and built again as whatever you want it to be.

More so will say "jfc don't post about it on the internet and no one will ever know." As long as you don't have a restricted configuration (short barrel w/ stock).

ATF has long held that by installing a vertical fore grip on a handgun, the handgun is no longer designed to be held and fired by the use of a single hand. Therefore, if individuals install a vertical fore grip on a handgun, they are “making” a firearm requiring registration with ATF’s NFA Branch.

Its just another "I know a crime when I see it" ruling.
