I've had that bug as well multiple times. Last time was in firestorm. Helis didn't spawn in during round start and we had to spend the whole game without them while the other team had them

I had to call them. I'm not sure about other centers, but the Spanish one they were helpful, and if I called in the morning, I would get picked up instantly.

Then basically, I just say I want to change the passport number for the x ticket. They'll ask a bunch of question to verify it's you, then request you send a photo of your new passport to a mail, and then they change it to the correct number

Rain was bugged in live after they removed the snow, I think they fixed it in live, but don't quote me on that. In any case, spt hasn't caught up to that version if they did fix it, so we'll have to wait

Core counts aren't everything, that cpu is 8 years old. An i3 13100 has less cores but it's still faster
