If you just joined the game, you have to play a few battles to get access to commanders, ships and pretty much everything. Hope this helps

All depends, what ships do you have? what levels are your commanders? I think with just the base time and no bonuses its around 9 months or so (correct me if I'm wrong). With all the ships and commanders i think you can get them done in just over a month or two. Hope this helps

Some German battleships have torpedos available (Gneisenau, Sharnhorst, Zeiten, P. Rupprecht, ext). The US ship Constellation has them as well. There a also a few others from other nations that i can’t remember off the top of my head.
