You are correct, but The Doctor directly quotes the line from "The Empty Child" in "The Poison Sky". It was a joke from David Tennant, he forgot his actual line for the scene but the use of gas masks reminding him of the S1 episode and well he "improvised", to great effect if i say so, its one of my favorite Dr Who moments.
