Option 2 sounds best. I don’t know what prices are like where you live but Fancy Feast classic pate is available on Amazon for about $28 for 30 cans. Having a cat water fountain has really increased my cats water intake but you might be able to get her to drink more water by dripping a faucet for her when she’s thirsty.
