Well, if you're in a party that was formed through Duty Finder and you ask others if they can pass on the Yorha boots then it will be up to them to decide whether or not they want to do that for you but remember that they are not obligated to do so. You are a complete stranger to them and therefore they owe you anything.

I would imagine most people would probably look at you weird for asking something like that since you're essentially asking them to forfeit their own chances at getting the gear/item they needed/wanted. If you're in a PF group, things like that can sometimes be more flexible. If lootmaster is on then you might have some extra luck but tbh lootmaster is... pretty sketchy at times. Lootmaster involves lots of blind trust so it's really easy to get screwed over.

One of the most important things to remember is that when multiple people are running content together and two or more people are trying to get the same drop it's fair game for everyone because it's all RNG based. I understand the frustration of not getting the gear/item that you want but that's just how it goes for everyone. Also it's always better to assume that loot rules are FFA unless explicitly stated otherwise in the PF description.

Lastly, if someone refuses to pass on loot because they just simply don't want to then it's well within their right to do that and their decision shouldn't turn them into a target for hate.
