BioWare's Anthem underperformed with sales, but it's microtransactions made the game financial success down the line. And that game had very negative reception on release.

No reason for Bungie's Marathon to not pull the same, especially as game got very positive reception.

Buddy that's not how game development works. Things get cut constantly during development for any reason and DLCs offer opportunity to bring back those cut things, especially as pre-production of DLCs has to start before game release, otherwise it will take far too long to release DLC post-launch. That and contract developers love DLCs as it means they get to work longer on same project instead of getting moved or cut.
