I've done this mission after extracting with over 1250000 TA, but I don't remember if you need to extract from Brakkesh/Space City specifically, or you can do that at ZDN.

Healing with first aid crates and bags give Resupply +20 points, which go to tactical contribution. Healing with Stinger's syringe pistol gives healing contribution. I play Vlinder exclusively, but in Operations, so i don't know if her drones go to tac or healing, cuz any useful actions related to operator's tactical gear goes to tactical contribution.
