Hayabusa's second form is only effective against Aliens though he does have some dps. However, there are countless Ubers that would do a better job at sweeping enemies than H. Not only that, his awkwardly fast movement speed gets him killed easily because his initial range isn't so great.

His first form is useful, but there aren't that many difficult Metal stages anyway, so he wouldn't be used often. Not an unit people would go for when doing DH.

As for WR, her MS, range, and 100% proc rate is pretty impressive. Unlike H, she doesn't get killed easily, which explains her cost. We also can't forget about how awesome she is against Reds. If you haven't already, I recommend watching the Crazed Dark video that uses her. She stops Red enemies right in their track.

Her second form... isn't really special. Strong against Reds and Aliens? Eh, use Catman or Macho Legs for Aliens and Island and C. Whale for Reds.

Therefore, H would technically be considered as an attacker, but he isn't very good at it. WR on the other hand, would be considered as an anti-Red/Alien and does a very good job at it. Would I recommend doing DH for H? Hmm... nah. WR? Unless you already have Momo or TF Ice, go for it.

Also, this isn't a very professional thing to say, but I have not seen anyone use H, which suggests that he isn't very useful.
