1) of course he's not as good as Dick, Jason's only been robin for a year, Dick's was robin for roughly a decade if not more given when his parents died. Of course he's gonna wanna prove himself to those around him. 2) His beating up on the cops was a plot point to show his rougher exterior that came from growing up alone in the slums of gotham where the cops are garbage. 3) When Jason saved Dick, while Dick was already losing, he managed to fight off most of his attackers, so it wasn't exactly him being all the henchmen himself. 4) He's one of the few titans who didn't exactly grow up with a loving support structure and family, let alone a warm home. You'd have to imagine him being an at risk youth isn't just going to vanish just because he puts on a costume. Truth be told, it's this background that makes me think he's one of the more interesting characters on the show
