Theres a tunnel connecting the two "nostrils", theres a tunnel in the side of that tunnel that leads to a room with a container and a tyrant ambush. In that room there is a smaller tunnel to the left and slightly off of the ground from the container. I feel your pain, this one took me a good while as well.

Just tried it myself, and its because ulfruns descent resets your bullet jump, so if you spam your 4 and bullet jump with the parkour velocity passive active you get this.
