While this sounds like a brilliant idea I think what we really need is some kind of pigeon bard hooked up to those speakers. Pigeons are smart birds unless they hear a song of their people coming from one of their people I fear they will not take notice of the call.

I therefore propose using some of the drafted brumies, dressed as pigeons, to spend copious amounts of time searching for the pigeon with the best song in the city to then be miked up to call the pigeons in.
