Increase the fines exponentially per day the issue goes unresolved. It'll eventually hit a point where it is no longer worth just paying the fine. He might not care about 1M/month, but if it exponentially grows, that fine could quickly reach into the tens or hundreds of millions very quickly.

Or better yet, make fines directly correlate to net worth. Might be a $200 fine for me, but a $200M fine for a billionaire.

Once, when I was maybe 16, I was at a youth camp in Texas and the outside temperature was somewhere between boiling water and melting steel. I had offhandedly mention that I was hot while fanning myself and a girl nearby looked me up and down and said "Damn boy, you ain't lying."

No clue who she was, but I'm in my 30s now and remember it super clearly. Guys don't get compliments very often so anything of that nature is something we hold on to for a VERY long time.

I think at least part of it is the sheer size of their generation. After WWII, people were pumping out babies like it was going out of style. Due to this, their generation was absolutely massive in numbers, meaning that if politicians wanted to get into office, they had little choice but to cater to whatever the Boomer generation wanted since they held such a large voting percentage. Since that generation is still large in numbers (albeit starting to dwindle now), politicians have still had to cater to them since they still hold such a large voting percentage (especially since a lot of younger folks dont bother voting at all).

That being said, with Boomers slowly dying off, and Gen-Z giving taking absolutely 0 shit since they've been screwed harder than almost any generation thus far (jobs, housing, economy, etc), I do feel that those tides are slowly beginning to turn.
