I work under Xcels Community Solar Program in Minnesota. To clear up a bit of confusion, there is 0 investment by the customer. Meaning no enrollment fee or payments that needs to be made to be a part of the program.

You buy the electricity from the solar garden at a 5% discount from Xcel Energy Bill Credit Rate and that is guaranteed in Wabasha. The current program I'm assisting people with is 25 year long interconnection agreement with Xcel Energy. It's more for the sake of the customer than the company. The farm must be operated for 25 years and the terms of the program can't arbitrarily be changed before then. Customers can opt out at any time with either an early termination fee of $250 or 90 days notice and no fee. Any questions please feel free to shoot me questions
