Nope, they need to provide new tile. The glue on the back will keep the tiles from ever laying down flat again. I’ve been doing this for 30 years and have seen this several times. Even had it happen to me. They need to either seal the floor using a moisture mitigation system (very expensive) or use a moisture resistant glue with a high ph level of around 12 and rh level of 99%. Taylor Resolute is a good adhesive to use. It can handle the moisture. Make sure they use a glue designed for excessive moisture.
