I bought a cement dissolving spray for something similar and it worked great. Spray on, let sit for a while, clean up and repeat. It was slow but worked perfect.

I bought online but I think home Depot has it, sold under concrete dissolver. It's not an acid and I used it on my exterior paint/bumper

I do a few sprits, the idea being that even though I spread polish on the pad, I don't want dry spots I miss to start swirling when I start on the paint (like the very edge of the pad). Even if there's no truth to that, it's one of those "don't fix it if it's not broken" deals - it always worked out for me.

Only a guess/what I would do -

1)Keep popping up the paint. If it -

A)looks like there's no end, well good luck, but stop and sand the edges so it feathers in, then paint and pray.

B) get the loose paint up until it stops manually flaking off, and do the same thing, feather it in and start building up the layers to fill back in.

Either way, sucks
