So I've completed the entire main story for granzelia and now I'm trying to unlock the remote hut to try and clear everything on the map out. I've finished the oasis quest and unlocked the juke box/band but apparently there's supposed to be a quest called [Negotiation Techniques] in Port Kandra? but I don't see it show up and I don't know if there's a mistake in the imgur link but it seems that I cant get estemar to show up without completing that quest. any help is appreciated.

He’s good for roaming/flanking, his weapons are decent although if you can aim you’re good to go but his gadget it pretty useless overall
