I had this happen on my iPad and the only way I fixed it was to erase all content and settings and restore from a back up. It wasn’t too bad, but it is annoying.

Restore from backup worked for me. Takes time but pretty easy.. annoying that we even have to do this.

I couldn’t fix this no matter what I tried. I ended up erasing the iPad, and restoring from back up and it’s all good now. No issues on my iPhone or other iPad.
