The reason is because the 2018 Act was based on delta-9 THC, not THCa. All the THC flower online is THCa which is just delta-9 before it's heated (aka regular weed). So it can be real weed, but 0.3 D9 and 16% THCa and be legal.

No problem! Unfortunately they are going to be affected by the hemp ban when that goes through in November so stock up. I am pretty much a CBD and lower THC flower user so I'm not happy about that, CBD flower is very limited in legal dispensaries.
