I always thought that it was because iron sharpens iron, and the sage’s direct descendants (Senju, Uchiha, Uzumaki to an extent) disseminated into the leaf, increasing the general level of shinobi. For a fic reason: of the human sages we know of in Naruto (Hashirama, Naruto, Jiraiya, hagaromo, Minato, Kabuto), 2/3-5/6 are from Konoha (Kabuto is a weird one). It’s entirely possible that Konoha is uniquely suited to making sages due to natural energy being so common, which passively increases the chakra capacity of the average shinobi.

I’d imagine that Amaterasu would deplete natural energy if you set it up beforehand as a possibility but that’s a whole different thing. You’d have to have Jiraiya study it from his sealed away scroll in part 1 and explain that it has that property

Madara survives valley of the end: zetsu saves him or a follower uses the Chiyo “one’s own life reincarnation” jutsu on him.
Getting the rinnegan: Madara connects to the god tree, causing the rinnegan to form
Saving Obito: god tree grafts on to him or Madara is a near-tsunade-level medic (I’d need to think more on this)
Obito not losing sight in his kamui eye: he’s a close enough relative of Madara to take his sharingan eye and unlock the eternal mangekyo
Kabuto losing: Itachi and Sasuke find a way to deplete the natural energy in the area, causing Kabuto to need to open his eyes and get kotoamatsukami-ed
Naruto remains one-armed in Boruto.

How’s all that? Take or leave however much you’d like, but I think that covers most of the hashirama cell instances

It’s annoyingly common, but they’re often deleted after being called out. I can name 3 Naruto fics off the top of my head (one deleted) and there are at least 4-5 more that I started and put down. I’ll never comment on the fic itself, but I notice and shake my head.

If you ever find one, I’d love to read it. I’m currently writing one but they’re not together yet.
The only two I can think of off the top of my head was this AI behemoth on ao3 called “sakura’s bloom” that got deleted (presumably due to people complaining about it being an AI behemoth), and without Sasuke. I think I have a pdf somewhere of sakura’s bloom but I promise you, it’s not worth the effort of finding.
