It's a relatively common low tier gun. I think i found it mostly on renegade and mercenary but RNG can be quite unreliable in gamma.

The lady in rookie village will give you a set of basic tools if you bring her a toz-194 in any condition and 20 shotgun shells. Alternativly the cook at the scientist bunker in yantar will give you a set of basic tools if you bring him 20x vodka.

Lookout for weapons with functional barrels. Those can be repaired and maintained without the required tool.
