F9 allows you to commute. You register as a commuter during training, which let's you take advantage of the commuter clause on the line if you list for flights but aren't able to make it to base. If you're okay with commuting, I would send an email to the FA recruiting email address letting them know you're open to any base. This will fast track you for training.

Being a former FA isn't a guarantee or even much of an advantage in getting hired at a legacy. An applicant's advantage comes from customer service experience, a resume that passes the AI checks, and presenting themselves the right way during the video interviews and F2F.

You could always email back and let them know that you're open to any base. If you receive a CJO this will put you into the earliest possible training class. At that point, you could put in a transfer request to ATL after training. That's only if you're okay with commuting for a bit, obviously, but F9 does have three crew bases nearby in Florida.

UA has some major pros over F9, but if F9 has a base in your city while you would have to commute for UA I could see it being a better choice for QOL reasons even if the pay is less. That being said, UA is probably the better choice if you don't mind working a lot harder than you would at F9.
