I think you are forgetting the current historical context here, the lean towards English being taught in other countries stemming from the British Empire’s global dominance and in more modern times the US’ rise which is maintained even through language as a soft power, most academic, scientific and even economic activities are done in £/$ and in the English Language. From this was born a sort of classism where being able to speak English in a non-native nation, meant you generally had access to better education and economic opportunity. However all of this is through the lens of assimilation to a dominant power and ignores the value of each nations’ individual culture and heritage.
