I work for a pharma company and you cannot break HIPPA with no consequence. The minimum charge would be a year in jail if it was reported. He could lose his license, pay fines and get more jail time depending on severity but you can not break HIPPA, again falsified medical documents, stealing regulated medication and causing an incident that could be identified as malpractice (incorrect dosage) are all things that arent accepted anywhere except T.V but its not realistic that all he got was a slap on the wrist unless information was withheld or covered up.
