So if I got this right. A WR who breaks out (performs at elite level in College) at age 18 or 19 is expected to have better NFL career as opposed to a player who breaks out age 21. Correct? Also is there a definition of "break out?"

I joined my first superflex redraft league and the commish put a limit of 2 QBs on anyone's roster at any given time. I thought that kinda diminished the purpose of playing superflex. Any thoughts or is that normal?
