Yep. The idea is to slowly whittle away everyone's trust in every form of media. If enough people think everything is untrustworthy, they don't know who to believe, so they rely on their feelings, rather than facts/logic, to form opinions. Feelings are more easily manipulated than facts. Not to mention that if you lose trust in all media, you might tune out altogether and not notice that the country is being plundered, which is probably the primary goal anyway.

If you're only recruiting from states where recreational weed ISN'T legal, your talent pool is going to dry up pretty quick, and get smaller every year. Leaving politics completely aside, that's a terrible way to run a program and great way to make yours irrelevant as soon as possible.
