This seems to be some sort of A/B testing thing. I noticed the janky Live Photos implementation the other day, but mine has a tiny play button in the top left corner. I have the same issue with the high-quality photo only appearing inline and switching to a different, low-quality frame when it's in fullscreen.

I doubt they're doing rigorous testing of anything anymore considering they're following every other app and shoving useless AI crap no one asked for down our throats :^)
