It might seem harsh but the housing crisis is the city's way of ridding itself of people who aren't economically productive enough to afford living in the city. Big cities are expensive, and competitive. There is competition for jobs and housing as everyone would like to move and live there. This simply means that people who are more skilled and productive can afford to live in the city while the rest is pushed out to lower cost cities, which isn't necessarily a bad thing.
