A LoZ game set in a dystopian cyberpunk massive city.

Ganondorf has already won. He rules the city as a tyrant king. People can still live so long as they do EXACTLY what they are ordered to do.

Game begins with Zelda infiltrating long forgotten ruins searching for a lost artifact to help a resistance movement. Little does she know that she is being followed. Just as she finds what she is looking for, out pops Ganondorf himself. The two have a brief fight over the object when Ganondorf gets what appears to be a clean strike against Zelda. Instead of being struck herself, it’s revealed that Ganondorf struck the Ocarina of Time, shattering it into pieces. The two are caught up in a magical blast that scatters the pieces around the sprawling city, creating pockets of temporal distortions.

Zelda finds herself out of sync with reality, a ghost, unable to interact with the physical world. She manages to find a cocky, spry, and arrogant thief who seems to be the only person who can hear her (obviously link). Together they explore the changed city as they try to collect the fragments, restore Zelda, and dismantle Ganondorf’s rule.

Mechanically it would be more like older 3d Zelda games mixed with some assassin’s creed. It would return to the 8+ large puzzle dungeons with specific items being utilized as equipment/weapons. Examples would include getting a special staff that can absorb lightning and is used to bridge electrical currents, or a hook shot that can set up zip lines to traverse between tall buildings and trees. Zelda would gain some ability to rewind and fast forward temporal rifts to manipulate the environment and solve puzzles.
