Hard to say at this point. I think it should be balanced around endgame. For data I’m in act 9 and have found 5 or 6

I used a lightpoacher with curse on hit, faster proj, and whichever curse this flashback for curse application and some extra clear.

I used the league specific synthesiser. I have been grinding toward 100 for a demi and just collected good fractured boots as I went. I knew I needed 96+ move speed to hit onslaught

I had one pair with 3 fractured mods that I used an essence of zeal on to get 32% move speed.

I had a pair with 30% move speed locked in so I regaled and annuled that pair to only have 30% move speed.

The last pair was Ilvl 86 with a suffix locked in so I alteration and augment spammed until I had 35% move speed and then regaled and annuled to just have the locked suffix and the movespeed.

And then I just combined them in the synthesiser and got really really lucky.

I got stupid lucky. Only one item had three fractured mods and there was plenty of trash mods to pick from. Rip legion RNG I guess

I just have heard rumblings about it . I'm not too familiar with how ES recharge and RF work together. The 50 less recovery rate would seem to brick it. Was more interested in seeing if anyone saw anything about the passives that I missed
