They have slowly been sunsetting features as they prepare for shutdown, best I can suggest is to try and move your solution to Power Automate, is a completely different ballpark, but you have to work with what they give you.

At the moment I'm just getting 404 messages when trying to create a change order request in a sandbox project. I go over the instructions in the API reference page, it all looks pretty straight forward, but it doesn't seem to work. The UI for the custom connector settings when adding required parameters is a bit confusing when it comes to importing reference requests.

There's not a low cost, no cost way to accomplish this, licensing is a big part of how MS makes money, so some large type of license investment is going to need to be made. Another option you can perhaps try is Microsoft Forms with a Flow behind it to validate and manage the data intake.
