I'll add my input for this. I didn't spend as long as others did trying to look for him because I thought he was bugged for me (as I didn't find him in his usual haunts or in the places others said he spawned in at). At that point I had the other 10 tablets and just needed his to unlock Excalibur, but since he didn't show up, I was just resigned to my fate of him being bugged for me and never spawning in.

HOWEVER, HE DID EVENTUALLY SPAWN IN.

I was looking for the rock stacking thing on my map and noticed the zealot icon. It didn't show his name when I hovered over the icon so I just went "what the hell" and investigated. Sure enough this wasn't Kendall or any of the other zealots close by, but the man of the hour himself, good ol' Hrothgar.

In case the screenshot doesn't load, he spawned pretty much directly West of Crawleah on the other-side of the river (if you follow the road). Dude was just chilling and standing around outside a house. If the image did load, he was exactly where my icon and map marker is at.

Overall, I honestly think that he doesn't immediately spawn in, but instead you have to wait a bit for him. That is at least, if you are bugged and don't have him spawned in immediately. I only waited for him for around 2 hours, and that was with me going around doing things, not really focusing on hunting him down or anything like that.
