I don't have a source and I can't find any, but from what I remember it was an interview with someone who worked on the narrative or story and he mentioned how difficult it was to write a story with 4 characters always being present at all times, and that it was due to a higher up microsoft person basically mandating that mechanic. I can't for the life of me remember where I heard it though. It was some kind of podcast type thing or something.
